The Department of Agriculture, Fisheries and Forestry have finalised the seasonal measures for the 2025-26 high risk season. Effective for sailings on or after the 1st September 2025, all target high risk cargo manufactured in or shipped from target risk countries must be treated by an approved treatment provider. The measures remain consistent with the 2024-25 BMSB risk season with Japan and the Republic of Korea being added as target risk countries for heightened vessel surveillance only.
Random inspections for air freight cargo originating from the United States of America and China will apply for target high risk goods shipped between 1 September and 30 April (inclusive). BMSB treatment of these goods will not be required.
For the 2025-26 BMSB risk season, measures will apply to:
Targeted goods manufactured in, and shipped from target risk countries, and/or
Vessels that berth at, load or tranship from target risk countries
The BMSB risk season is for goods that have been shipped between 1 September 2025 and 30 April 2026 (inclusive), and Vessels that berth, load or tranship from target risk countries within the same period. Goods must be treated for BMSB if exported between 1 September 2025 and 30 April 2026 (inclusive).
The following countries have been categorised as target risk and will require mandatory treatment for BMSB:
Albania, Andorra, Armenia, Austria, Azerbaijan, Belgium, Bosnia & Herzegovina, Bulgaria, Canada, China*, Croatia, Czechia, France, Japan*, Georgia, Germany, Greece, Hungary, Italy, Kazakhstan, Kosovo, Liechtenstein, Luxembourg, Montenegro, Moldova, Netherlands, Poland, Portugal, Republic of Korea*, Republic of North Macedonia, Romania, Russia, Serbia, Slovakia, Slovenia, Spain, Switzerland, Türkiye, Ukraine, United States of America, Uzbekistan
* Japan / China and Republic of Korea (heightened vessel surveillance will be the only measure applied).
The following countries have been identified as emerging risk countries for the BMSB risk season and may be selected for a random onshore inspection during the period of 1st September to 30 April (inclusive):

In addition to the target high risk goods below, chapters 39, 94 and 95 of the Harmonized System, will be subject to random inspections for emerging risk countries only.

75 - Nickel and articles thereof
76 - Aluminium and articles thereof
78 - Lead and articles thereof

81 - Other base metals; cermet; articles thereof
82 - Tools, implements, cutlery, spoons and forks, of base metal; parts thereof of base metal

Goods that fall within following Tariff classifications have been categorised as target risk goods and are only subject to increased onshore intervention through random inspection.

39 - Plastics and articles thereof - – including sub chapters I and II

49 - Printed books, newspapers, pictures and other products of the printing industry; manuscripts, typescripts and plans
